Do you think this was a bit over the top for a rescue to deny a foster application?

Thats just a shame..apparently they'de rather kill an animal before giving it a try in a home..not like she's left outside on a 2 inch chain with no shelter..im dissapointed in that whole scenerio..Some shelters are ridiculus with their rules and standards and regualtions and in the end result many animals stay stuck in the shelter or worse get put down..
