What should i do to end this?

My ex boyfriend from highschool always finds a way to contact me even if a year goes by somehow we reconnect. He tells me he loves me and that he cant leave me alone. He is highly manipulative in my opinion so should i break it to him harshly or just change my # or not answer his calls
